Cwm Taf Early Years Transformation Programme
supporting the needs of young children (0-7 years)
Introduction
The ambition of the Cwm Taf Early Years Transformation Programme (2018-2024) has been to deliver on the vision which is set out in Prosperity for All “to create a truly joined-up, responsive system that puts the unique needs of each child at its heart”. This means every service that families and young children come into contact with are clear how they can best support. It has targetted parents as early as possible, aiming to sustain support where it was needed. Investing in the early years is an investment in the economy and workforce of the future.

Our aim is that everyone will have the opportunity to reach their full potential and maximise their chances of leading a healthy, prosperous and fulfilling adulthood, enabling them to participate fully in communities, the workplace, and contribute to the future economic success of Wales.’ Prosperity for All – the National Strategy (Welsh Government).
Who has contributed
This work has been part of a regional programme where early years staff from Rhondda Cynon Taf, Merthyr Tydfil, Bridgend and CTM University Health Board have worked in partnership to explore system changes; all the work was overseen by CTM Early Years Transformation Board.
The regional vision
The region will have quality, accessible early years services that enable all families to support the development of confident, happy and healthy children across Cwm Taf Morgannwg.
All of the documents included here were produced as part of the CTM EY transformation programme. They were uploaded in March 2024 to mark the end of the programme, and the content will not be reviewed after this time (or will be reviewed annually?).
